The government itself provides minimal funding for green measures in the home. Instead it spends £millions on negotiating and producing legislation which obligates energy companies to stump up and subsidise people for energy efficiency, and renewable measures in the home. See the Carbon Emissions Reduction Target (http://en.wikipedia.org/wiki/Carbon_Emission_Reduction_Target). This is the governments main vehicle for reducing carbon emissions in the domestic sector. Naturally, the energy companies dont exactly have a vested interest in improving the energy efficiency of your home, since that means a drop in energy bills. Hence the supply chains associated with these grants are a complete mess. You may be lucky, you may not. But its about time that the governments major drivers behind their climate change policies has were ethically sound actors. Good luck.
